Koontz Electric Company is proud to partner with Max Foote Construction on the Jack H. Wilson Water Treatment Plant — Arkansas’ largest water treatment facility

July 8, 2025

This $230 million project represents a major investment in the state’s infrastructure and is expected to be completed by May 2030.

This project includes the rehabilitation of the existing treatment plant’s facilities, with significant modifications and upgrades to the flocculation and sedimentation basins, filters, and other treatment systems. New construction will feature a bulk chemical building, a backwash treatment tank, and a new electrical building to support modern operations.

As part of the electrical and control system enhancements, Koontz Electric Company is involved in implementing a complete fiber loop to serve the plant’s upgraded SCADA system, along with major PLC control panel upgrades. This includes improvements to the plant’s main control room and the creation of a dedicated SCADA Room, where all existing control systems will be transferred and modernized.

Additional improvements across the plant include energy-efficient LED lighting upgrades, replacing outdated fixtures to enhance visibility and reduce energy consumption.

This transformative project ensures the Jack H. Wilson facility remains a cornerstone of Arkansas’ water infrastructure for decades to come.
