SCOPE OF WORK:

Project Overview

Green Bay Packaging (GBP) is undertaking a major modernization project at its Arkansas Kraft paper mill in Morrilton, Arkansas. This multi-year upgrade includes infrastructure improvements such as a new recovery boiler, biomass boiler, and installation of an electric turbine generator, all aimed at enhancing sustainability and operational efficiency. As part of these improvements, temporary power solutions and relocation of existing electrical feeders are required to maintain continuous operations during construction and system transitions.

Koontz Electric will provide electrical services to support this project in two primary areas:


1. Temporary Power Installation

Assessment & Design

Perform site assessments to determine temporary power requirements for mill operations during equipment replacement and construction phases.

Develop load calculations and design a temporary power distribution plan that ensures uninterrupted operations.

Temporary Power Infrastructure

Supply and install temporary switchgear, transformers, and distribution panels as needed.

Provide all necessary cabling, conduit, and terminations to deliver power safely and efficiently.

Coordinate tie-ins with existing systems to minimize downtime during cutover phases.

Compliance & Safety

Ensure all temporary installations meet NEC, NFPA 70E, and site-specific safety standards.

Conduct testing, grounding verification, and load balancing prior to energization.


2. Water Plant & Woodyard Feeder Relocation

Pre-Construction Activities

Identify existing feeder routes serving the water plant and woodyard.

Develop relocation plans to maintain service continuity during construction.

Coordinate with GBP and other contractors to schedule outages, minimizing operational disruption.

Relocation Activities

De-energize and remove existing feeders as required.

Install new underground or overhead feeders (as specified) with appropriately sized conductors and protective devices.

Perform terminations, splicing, and connections at both source and load points.

Provide as-built documentation for all relocated feeders.

Testing & Commissioning

Conduct insulation resistance testing and voltage verification on all relocated feeders.

Energize circuits and confirm operational status of all connected systems.
